Are developments usually completed on time?

No, not always. Much depends on the developer's scheduled building time. In the past, most tried to plan the building during the dry season. Keep in mind that building progress is dependent on the weather. Bali's weather has become unpredictable as a result of climate change and this often causes delays in construction.
